The lesson is not that safety technology is bad - it is that safety technology must be accountable to the community it protects. This Charter states what that means, in plain language, written so a council member, a defense attorney, or a resident can check whether a vendor actually meets it. We certify that SafeCadence meets every commitment - and we show how to verify each claim on our product, today. We invite every vendor in this industry to publish the same certification.

All data is stored and processed on hardware the agency owns. No vendor cloud requirement, no telemetry. Verify: the platform installs from a public package and runs with no vendor account and no outbound connection - even the map renders on-device.
No facial recognition. No gait, voice, or other biometric identification - not as a feature, not as an add-on, not at any price tier. Verify: the AI Use Policy stating this is displayed inside the product and shipped in the source code.
Any program that touches residents - camera registries, community alert lists - requires each participant's recorded consent, revocable at any time. Verify: the software itself refuses entries without consent; the API returns an error, not a warning.
No autonomous alerts, lockdowns, or control actions. Every consequential action carries the name of the human who approved it, recorded permanently. Verify: sending any mass notification without a named approver is refused at the API.
Retention purges, alerts, evidence custody, and officer check-ins are written to hash-chained, tamper-evident logs anyone with access can re-verify. Verify: run safecadence retention verify, notify verify, custody verify, or safecheck verify - alter any historical line and verification fails.
License plate reads, video detections, and AI correlations are presented as leads requiring human verification, with confidence and evidence shown - on the alert itself. Independent audits have measured ALPR false-positive rates above 30 percent; software that hides that endangers everyone. Verify: every situation card displays its confidence; ALPR cards state that a plate alert is a lead, not probable cause.
The core platform is open source and publicly auditable. Data is exportable in open formats at any time - leaving the vendor never means losing the community's records. Verify: the MIT-licensed core is on PyPI and GitHub with 2,000+ public automated tests.

Ask them to demonstrate each commitment live: show the software refusing an entry without consent, refusing an alert without a named approver, and re-verifying its tamper-evident logs in front of your evaluators. If a vendor cannot demonstrate a commitment, they do not meet it.
The Charter is a published self-certification, not a contract. Agencies can make it binding by writing its requirements into their procurement documents - which is exactly what the model language is for.
